According to my gas log on Gas Buddy, I'm averaging 31.1mpg this year. The car sees more highway miles than city miles.

I'll assume "temperature sensor" you mean the coolant temp sensor, not the intake air temp sensor. Could it be a dying fuel pump? You've already addressed the fuel filter. Is there a raw gas smell?...

Shift around 6600-6700rpm. Remember, no granny shifting would you should be double clutching.

Around town, I shift 2500-3000rpm.

How would you buld a Saturn for maximum MPG. I'll assume it's a straight highway cruiser and performance is not a concern.
